A 12-Year Old Pry 6 Pupil Killed His 10-Year Old Friend For Abusing Him



Samson Egunje, 12, a primary 6 pupil has killed his 10-year old friend for allegedly abusing him. Samuel Igbekele, 10, met his untimely death on Saturday when he was about eating that night before a neighbour sent him on an errand.

Samson who claimed Samuel insulted him in the morning, had been looking for him all day before he found him that night and stabbed him with a bottle on the neck. He was rushed to the hospital and was confirmed dead on arrival.

The police have already arrested 5 people and investigations are almost concluded for the matter to be transferred to the State Criminal Investigation Department, Yaba. So sad.

Tokunbo cars to cost more from January, 2015



As from first of January 2015, prices of imported used cars otherwise known as Tokunbo or second-hand cars are expected to go up as the second phase of the national automotive policy which was announced in November 2013, will commence.

Car dealers would be expected to pay the federal government 70% duty on all imported cars. FG had in 2013 introduced the national automotive policy with the view of encouraging local assemblage of automobiles in Nigeria, increasing the import tariff from 22% to 70%. The first phase of the policy involving the payment of 35% duty came into effect in February 2014 while the second phase which would have started in July this year was postponed to Jan. 2015.

Nigerian man sentenced to death by hanging for drug trafficking in Malaysia


A 37 year old Nigerian man, Ibe Godwin Uzochukwu has been sentenced to death by hanging in Kuala Lumpur, Malaysia after he was found guilty by a Malysian high court for trafficking 2,150.4 grammes of methamphetamine. He was arrested with the drugs at KL International Airport (KLIA), Sepang in 2011.

According to court documents, Ibe was arrested with the banned drugs upon his arrival at the exit Route, KLIA Arrival Hall, at 4.30pm on July 1, 2011. After listening to the submission of the prosecuting counsel, the judge who presided over the case, Datuk Halim Aman, found Uzochukwu guilty and sentenced him to death by hanging.

Buhari fails to submit academic qualifications to INEC




ABUJA — Presidential candidate of the All Progressives Congress, APC, Alhaji Muhammadu Buhari, did not present his academic qualifications to the Independent National Electoral Commission, INEC, even as he prepares for the 2015 presidential contest.
Unlike his Peoples Democratic Party, PDP, counterpart, President Goodluck Jonathan, whose academic certificates were conspicuously displayed by the commission upon presentation, Buhari’s credentials were visibly without trace at the commission’s office at Area 10, Abuja.
The former Head of State, explained in an affidavit he deposed, which he submitted to the commission that all his academic credentials were with the Secretary, Military Board.
The affidavit deposed at the Federal Capital Territory, FCT, High Court, Abuja and dated November 24,2014, was stamped and received at INEC headquarters on December 18, 2014.
In the affidavit, Buhari said: “All my academic qualifications (documents) as filled in my presidential form, President APC/001/2015, are currently with the Secretary Military Boards as at the time of this affidavit.”
He added: “The affidavit is made in good faith and for record purpose.”

Cameroon launches air strikes against Nigerian extremists



DOUALA, Cameroon (AP) — Cameroon's government launched its first ever air strikes against Nigerian Islamic extremists to dislodge about 1,000 fighters who had seized a Cameroonian military base, a statement said Monday.

Fighters from Nigeria's home-grown Boko Haram extremist group attacked five villages in Cameroon, near its northern border with Nigeria, over three days before they over-ran the military base in the same area Sunday, the government said.

Two bombing raids and a heavy firefighting Monday sent the insurgents fleeing from the Achigachia base, it said.

President Paul Biya ordered the first ever air strikes against Boko Haram to respond to "a change of strategy on the part of the assailants," the statement said. It gave no death toll.

Adebisi Alimi is the first person ever to come out as gay on Nigerian television. But that wasn't what the 29-year-old wanted to be known for back in 2004.

Alimi's acting career was just starting to take off when his sexuality stole the spotlight. The student newspaper at University of Lagos, where he was studying theater, threatened to publish a photo of him with his then-boyfriend. So Alimi beat them to the punch. He went on "New Dawn with Funmi," one of the most popular talk shows in Nigeria, and challenged a long-held belief that homosexuality was brought to Africa by white colonizers. That was also the year Alimi was diagnosed with HIV.

Suddenly, his home country no longer saw him as a rising star. Alimi lost his roles on TV and on stage, many of his friends shunned him and the police even arrested him on unexplained charges. In 2007, things got worse. He was detained at the airport on his way back from the United Kingdom, where he gave an interview to BBC Network Africa, and was released two days later. Then a group of men entered his home and attempted to kill him. Alimi fled to the U.K. and hasn't been back to Nigeria since.

But Alimi says, "My story is not a story of a victim; it's a human story." Without it, he says, he wouldn't be the outspoken activist he is today.

Chinese access to Gmail cut, regulators blamed


Chinese access to Google Inc.'s email service has been blocked amid government efforts to limit or possibly ban access to the U.S. company's services, which are popular among Chinese who seek to avoid government monitoring.

Data from Google's Transparency Report show online traffic from China to Gmail fell precipitously on Friday and dropped to nearly zero on Saturday, although there was a tiny pickup on Monday.

Taj Meadows, a spokesman for Google Asia Pacific, said Google has checked its email service and "there's nothing technically wrong on our end."

Earl Zmijewski, vice president of data analytics at U.S.-based Internet analysis firm Dyn Research, said his tests showed that China's government had blocked Google IP addresses in Hong Kong used by people on the mainland to access Gmail services.

Saudi King Grants Us$35 Million to Fight Ebola in West Africa

In a statement to the media on this occasion, Dr. Ahmed Mohamed Ali, President of the Islamic Development Bank (IDB) said that the Ebola fighting programme, initiated by the Custodian of the Two Holy Mosques and implemented by IDB, comprises the following elements:
1- Providing schools with thermal sensors and medical examination equipment designed to diagnose the disease, thereby facilitating its treatment and preventing its spread. The equipment will allow governments to open schools for the current academic year. Pupils will be examined at entry to ensure they have not contracted the disease, thus reassuring parents about the safety of their children at school.

Alcohol and Energy Drinks A Dangerous Combo, Study Says


Researchers have published a study that shows college students combining caffeinated drinks with booze don’t realize how intoxicated they really are.

In a study published in the Journal of Adolescent Health, researchers at the Institute for Social Research at the University of Michigan have concluded that mixing alcohol and energy drinks poses a serious public health risk, especially among college students. "We found that college students tended to drink more heavily, become more intoxicated, and have more negative drinking consequences on days they used both energy drinks and alcohol, compared to days they only used alcohol," said Megan Patrick, a research assistant professor and co-author of the study.

According to the study, students who either drank alcohol and energy drinks on the same day or who combined the two at the same time wound up spending more time drinking – thus consuming more alcohol – than they would have without the caffeinated drinks. The result of spending more hours drinking raised users' blood alcohol levels to higher peaks.

Gangnam Style hit music video by South Korean singer, PSY, has exceeded YouTube's view limit, prompting YouTube to upgrade its counter.

The video which was released in 2012, was announced to be its most watched ever and has been viewed more than 2,147,483,647 times. YouTube has now changed the maximum view limit to 9,223,372,036,854,775,808, or more than nine quintillion.

On December 1, YouTube posted a statement saying: "We never thought a video would be watched in numbers greater than a 32-bit integer... but that was before we met Psy." ‎

Snake withdraws money from ATM machine in Zimbabwe

Social media was awash with pictures of the incident. A large crowd of onlookers had also gathered to see what was going on. The Unveiling of the New 100 Naira Note to Celebrate Nigeria's 100 Years


The new N100 note designed to commemorate Nigeria's 100 years of amalgamation was unveiled by President Jonathan today Nov. 12th at the state house during the Federal Executive Council meeting.

While presenting the notes to other members of the Council, the president said it was a laudable gesture by the CBN to produce the notes which would serve as a reminder of Nigeria's centenary celebration.

Speaking on the new notes, Central Bank governor, Mr Godwin Emefiele said the notes will be in circulation from December 2014

Hugo Sanchez's son found dead in Mexico City


The son of Mexico and Real Madrid football legend Hugo Sanchez was found dead on Saturday along with another man in a Mexico City apartment, a Red Cross spokesman said.

The spokesman told Reporter the cause of death has not been confirmed but that it was "apparently a gas intoxication."

The body of Hugo Sanchez Portugal, a 30-year-old former player himself, was discovered at around midday, the spokesman said.

A mobile crime lab of the prosecutor's office was parked in front of the building located on a busy street of the upper-class Polanco neighborhood.

Police entered the building while an ambulance was parked in the garage.

Sanchez Portugal was born in Madrid to the football player and his first wife.

He had been sports director of the Miguel Hidalgo borough since October 2012, which includes Polanco.

Sanchez Portugal played forward for Mexican clubs Pumas and Potros de Atlante and also worked as a television sports commentator.

An occasional wine-drinker asked a waitress to recommend a decent wine for him and his guests at a meeting. She recommended one and said it cost "thirty seven fifty". Thinking she meant $37.50, Joe Lentini ordered the wine and was given a huge bill $4,700.61, including tax.

Mom guilty of manslaughter in autistic son's death

A health care millionaire who fatally drugged her developmentally disabled son was convicted of manslaughter Wednesday in what her defense portrayed as a mercy killing by a mother trying to escape a labyrinth of fear and despair.

Gigi Jordan had been charged with murder after her 8-year-old son's death in a pill-strewn luxury hotel room in February 2010. Jurors found her guilty of the lesser charge of manslaughter after her lawyers argued she was overcome by emotion when she killed Jude Mirra and tried to kill herself.

She faces up to 25 years in prison. The murder charge could have put her behind bars for life. Her sentencing hasn't been set, but she's due back in court in January.

The jury has "held the defendant accountable for killing her non-verbal, autistic child. Gigi Jordan showed no mercy to her son, and should receive none at the time of her sentencing," Manhattan District Attorney Cyrus R. Vance Jr. said in a statement.

Her lawyer Earl Ward said, "This was never a case of murder and the jury after careful and thoughtful deliberation arrived at that very conclusion."

A nurse who made an estimated $40 million as a medical entrepreneur, Jordan left her career to seek care around the country for her nearly mute, often tormented-seeming son. He was initially diagnosed autistic, though she has said other medical explanations followed, as varying as immune-system disorders and post-traumatic stress disorder.

Oregon became the third state to fully legalize marijuana Tuesday, while Washington, D.C., residents will soon be allowed to grow and possess pot without fear of legal repercussions. Despite a loss in Florida for medical marijuana, the twin victories prompted pot boosters to celebrate.

 “It’s always an uphill battle to win a marijuana legalization initiative in a year like this when young people are so much less likely to vote, which makes today’s victory all the sweeter,” Ethan Nadelmann, executive director of the Drug Policy Alliance, said. Pro-marijuana lobby groups significantly outspent opponents in Oregon, helping them win over voters who rejected a similar proposal in 2012.

The pro-pot lobby even celebrated a victory in the unlikely tropical locale of Guam, a U.S. territory that voted to allow medical marijuana on Tuesday.

Smoking linked to increased risk of chronic back pain

Researchers found that people who smoke may be much more likely to develop chronic back pain, as the habit reduces their resilience to it.
People who smoke are much more likely to develop chronic back pain than those who do not smoke. These are the findings of a new study by researchers from Northwestern University in Evanston, IL.
This is not the first study to link smoking to chronic pain. But according to the research team, led by Bogdan Petre of the Feinberg School of Medicine at Northwestern, it is the first study to suggest that smoking interferes with a brain circuit associated with pain, making smokers more prone to chronic back pain.
Back pain is one of the most common medical problems in the US, estimated to affect 8 out of 10 Americans at some point in their lives. According to the American Chiropractic Association, back pain is the main reason for missed days at work and the second most common reason for doctor's visits.
This latest study, published in the journalHuman Brain Mapping, suggests that smokers could reduce their risk of developing chronic back pain by quitting the habit.
To reach their findings, the researchers analyzed 160 participants who had recently developed subacute back pain, defined as back pain lasting 4-12 weeks. They also assessed 32 participants with chronic back pain - defined as having back pain for 5 years or more - and 35 participants with no back pain.
On five separate occasions over a 1-year period, all participants completed questionnaires that gathered information about their smoking status and other health conditions. They also underwent magnetic resonance imaging (MRI) brain scans.
The brain scans, the researchers say, were used to assess activity between two brain regions - the nucleus accumbens and the medial prefrontal cortex. Both of these regions play a role in addictive behavior and motivated learning.

How Ebola Got Its Name



The Ebola virus that's causing the devastating outbreak in West Africa didn't even have a name just 38 years ago when it first surfaced and caused a mysterious illness among villagers in Zaire, now the Democratic Republic of Congo.

The international team of scientists who were tasked with investigating that 1976 Ebola outbreak  were shocked at the sight of the virus and the disease it caused, Dr. Peter Piot, co-discoverer of the virus, recalls in his memoir "No Time to Lose: A Life in Pursuit of Deadly Viruses." (W. W. Norton & Company, 2012)

The scientists had looked at blood samples sent from Africa under the microscope in a Belgian laboratory, and the virus looked like a worm or a long string, unlike almost all viruses known. And once the team got on the ground in Zaire, they saw how rapidly the virus spread and how quickly it killed its victims. They knew they had to figure out how this mysterious new virus was being transmitted, what it did inside the body, and how it could be stopped.

But they also had to figure out a name for the new virus.

The story of how Ebola got its name is short and somewhat random, according to Piot's account in his book. Late one night, the group of scientists discussed over Kentucky bourbon what the virus they were hunting should be named.

It won’t put pep in your step, but decaffeinated coffee could keep your liver healthy, according to a new study.
More than half of American adults — or 100 million people — drink coffee each day. Most down the joe for the pick-me-up effects of caffeine, but a growing body of research has linked coffee to several health benefits, including: enhanced brain activity and weight loss; a reduced risk of type 2 diabetes, dementia, and Parkinson’s disease; and recently, a healthier liver.

"Prior research found that drinking coffee may have a possible protective effect on the liver," said lead researcher Dr. Qian Xiao in a press release. "However, the evidence wasn’t clear if that benefit may extend to decaffeinated coffee." So the question remained: Was it the caffeine or something else in the coffee that was protecting the liver?
In their study, published in Hepatology, Xiao and other researchers from the National Cancer Institute found that people who drank higher amounts of coffee, regardless of caffeine content, had lower levels of abnormal liver enzymes. This suggests that something else in coffee other than caffeine may help protect the liver.

eBay redirect attack puts buyers' credentials at risk

EBay has been compromised so that people who clicked on some of its links were automatically diverted to a site designed to steal their credentials.

The spoof site had been set up to look like the online marketplace's welcome page.

The US firm was alerted to the hack on Wednesday night but removed the listings only after a follow-up call from the Reporters more than 12 hours later.

One security expert said he was surprised by the length of time taken.

"EBay is a large company and it should have a 24/7 response team to deal with this - and this case is unambiguously bad," said Dr Steven Murdoch from University College London's Information Security Research Group.

The security researcher was able to analyse the listing involved before eBay removed it.

He said that the technique used was known as a cross-site scripting (XSS) attack.

Hong Kong tycoon buys 30 Rolls-Royce Phantoms

One of Hong Kong's flashiest tycoons has thrown down the gauntlet to high rollers: Buying 30 Rolls-Royce Phantoms, for $20 million, in a single order.
Gambling magnate Stephen Hung is buying the luxury fleet through his casino firm Louis XIII Holdings.

The company is building a new casino in the Chinese territory of Macau, and Hung says the cars are needed to transport guests.

Louis XIII says the fleet will be the largest in the world. Two of the cars, equipped with "external and internal gold plated accents," are the most expensive Phantoms ever commissioned.

"Louis XIII and Rolls-Royce Motor Cars share the same philosophy: to deliver the perfect experience to the world's most discerning customers," Hung said.

Hung's new casino is due to open in 2016 and will compete for a slice of Macau's riches. Gambling revenue in the territory topped $45 billion last year -- seven times larger than Las Vegas.

Hung is well known in Hong Kong for his ostentatious displays of wealth. According to a Wall Street Journal profile published late last year, the tycoon has a personal nine-car luxury fleet that includes a Bentley worth $1 million.

Hung's wife, Deborah Valdez-Hung, is said to be the owner of Hong Kong's most recognizable car -- a hot pink Rolls Royce. The car is adorned with a vanity plate that reads: "DEBORAH."

More than $1bn (£618m) is needed to fight the West Africa Ebola outbreak, which is a health crisis "unparalleled in modern times", UN officials say.

The spread of the disease means the funds needed to fight the outbreak have increased ten-fold in the past month, the UN's Ebola co-ordinator said.

Ebola has killed 2,461 people this year, about half of those infected, the World Health Organization said.

There has been criticism of the slow international response to the epidemic.

The outbreak began in Guinea before spreading to its neighbours Sierra Leone and Liberia.

Nigeria and Senegal have reported some cases, but seem to have contained the transmission of the virus

Meet the teenager with the longest neck in the world


Doctors say most necks have 7 vertebrae but 15 year old Chinese boy Fu Wengui (pictured above) has 10. As a young boy he was diagnosed with Congenital Scoliosis and an abnormal chest frame which made his neck grow extra three inches. This causes him a lot of pain and makes it hard for Fu to walk. Congenital scoliosis is caused by the bones in the spine developing abnormally in the womb.

"He always causes a stir when he's out. The vertebrae press on the nerves in his neck and make it difficult for him to walk." his dad, Genyou said
Fortunately for Fu, after his situation was made public, a Beijing-based charity agreed to finance a procedure and treatment. He will have corrective surgery that will hopefully reduce the length of his neck and ease the discomfort.

5 Viruses That Are Scarier Than Ebola

The Ebola virus has now killed more than 1,000 people in West Africa. Although the mortality rate of the most recent outbreak isn't as high as in previous events, it's still the case that most people who become infected with Ebola will not survive. (The mortality rate is about 60 percent for the current outbreak, compared with 90 percent in the past, according to the National Institutes of Health.)

But despite this somber prognosis, health experts in the United States aren't particularly worried about the threat of Ebola in this countryor in other developed countries.

"I see Ebola as a significant threat in the specific regions that it has been identified in, certainly central and west Africa," said Cecilia Rokusek, a public health expert with Nova Southeastern University's Institute for Disaster and Emergency Preparedness in Florida. Earthquake hits Johannesburg, South Africa, 1 killed


A 5.3 earthquake this morning August 5th shook buildings in Johannesburg and surrounding areas.. killing one person and injuring at least 3 people. The tremor which lasted just one minute reportedly broke glasses, cracked walls and aftershocks were felt by many.

According to Werner Vermaak, a spokesman for emergency responders, at least one person was killed and three people injured. The man was reportedly killed when a wall of a disused mining building fell on him in the Orkney area of Johannesburg, which is where the quake was centred.

The other three people were hurt when the quake damaged a training center at a mine, said Phoka Sefali, a receptionist at a hospital in Orkney. "The roof fell on them, but they haven't got serious injuries," he told Associated Press.

The quake was also felt in Pretoria and Hartbeespoort, a nearby resort town.

River In China Mysteriously Turns Bloody Red Overnight

A waterway in eastern China has mysteriously turned a blood red color.

Residents in Zhejiang province said the river looked normal at 5 a.m. Beijing time on Thursday morning. Within an hour, the entire river turned crimson. Residents also said a strange smell wafted through the air.

“The really weird thing is that we have been able to catch fish because the water is normally so clear,”

Inspectors from the Wenzhou Environmental Protection Bureau said they have not found the cause of the incident, although water samples seem to indicate the suspicious color was a result of illegal dumping in the river.

“We suspect that somebody dumped artificial coloring in the water because he thought the typhoon yesterday would cause heavy rain, and nobody would notice [the color],” Jianfeng Xiao, Chief of the bureau told Reporters.

“It turned out there wasn’t heavy rainfall yesterday, so the evidence is left behind,” Xiao said.

Xiao said there is a paper manufacturer, a food coloring company and clothing-maker a long the river. The bureau is still investigating the incident.


Giant anteaters kill two hunters in Brazil


Giant anteaters in Brazil have killed two hunters in separate incidents, raising concerns about the animals' loss of habitat and the growing risk of dangerous encounters with people, researchers said.

The long-nosed, hairy mammals are not typically aggressive toward people and are considered a vulnerable species by the International Union for the Conservation of Nature (IUCN), largely due to deforestation and human settlements that encroach on their territory.

However, they have poor vision and if frightened, they may defend themselves with front claws that are as long as pocketknives.

The case studies of two fatal attacks by giant anteaters were described in the journal Wilderness and Environmental Medicine, which released the paper online this month, ahead of its publication in the December print issue.

"Both were farmers, were hunting and were attacked by wounded or cornered animals," lead author Vidal Haddad of the Botucatu School of Medicine at Sao Paulo State University told AFP.

In the first case, a 47-year-old man was hunting with his two sons and his dogs when they came upon a giant anteater in northern Brazil. The hunter did not shoot at the animal, but he approached it with his knife drawn.

The anteater stood on its hind legs and grabbed the man with its forelimbs, causing deep puncture wounds in his thighs and upper arms.

The hunter bled to death at the scene, said the report, which noted that the encounter happened on August 1, 2012 but had not been described in scientific literature until now.
The other case involved a 75-year-old man who died in 2010 when an anteater used its long front claws -- which typically help it dig into anthills -- to puncture his femoral arteries, located in the groin and thigh.

"These injuries are very serious and we have no way of knowing whether it is a defense behavior acquired by the animals," said Haddad.

He stressed that such attacks are rare, but said they are important because they show the need for people to give wild animals plenty of space.

Mysterious 260-foot crater discovered in remote region of Siberia

A helicopter flying over a region of Sibera referred to as the “end of the world,” recorded footage of a mysterious, giant crater in the middle of the ground estimated to be 260 feet in diameter.

At first, skeptical observers thought the images must be a fake. After all, it appears to be something out a summer science fiction blockbuster, with the giant hole appearing to descend infinitely below the surface.

But Russian officials confirmed the crater’s existence and say they are sending a team of experts to investigate the site located in an area known as the Yamal peninsula. Scientists from the Center for the Study of the Arctic and the Cryosphere Institute of the Russian Academy of Sciences plan to take samples from around the scene.

So, what is responsible for the giant crater?

Ramadan in Sweden with no dusk, no dawn


During summer, the sun never sets in Sweden's northernmost town, posing challenges for Muslims observing the holy month.
Kiruna, Sweden - During this year's holy month of Ramadan, when consumption of food and water is prohibited between dawn and dusk, how do Muslims observing the fast manage in the far north of Scandinavia, where the sun never sets?

An estimated 700 Muslims are spending Ramadan in the mining town of Kiruna, located 145km north of the Arctic Circle and surrounded by snowcapped mountains throughout the summer. Many of them are recent asylum seekers, sent to Kiruna while their claims are processed.

The sun stays up around the clock from May 28-July 16, which constitutes half of the fasting period this year.

"I started Ramadan by having suhoor with the sun shining in my eyes at 3:30 in the morning," said Ghassan Alankar from Syria, referring to the meal just before dawn.

"I put double curtains in my room and still, there's light when I'm going to sleep."

Saudi rights activist jailed for 15 years


Human rights lawyer sentenced to prison for insulting the kingdom and for inciting public opinion.
Saudi Arabia has sentenced prominent human rights lawyer Walid abu al-Khair to 15 years in prison on charges that include seeking to undermine the state and insulting the judiciary, the state news agency reported.

The Specialised Criminal Court on Sunday also found al-Khair guilty of "inciting public opinion" and barred him from travelling outside the kingdom.

Abu al-Khair had been on trial on sedition charges that included breaking allegiance to King Abdullah and for showing disrespect for authorities.

The rights lawyer's websites were also closed down and was he was fined $53,000 for activities related to his activism.

Facebook faces UK probe over emotion study

A UK regulator is investigating whether Facebook broke data protection laws when it conducted a psychological study on users without their consent.

The test saw Facebook "manipulate" the news feeds of nearly 700,000 users to control which emotional expressions they were exposed to.

The Information Commissioner's Office (ICO) said it planned to question Facebook over the study.

Facebook said it had taken "appropriate protections for people's information".

"We are happy to answer any questions regulators may have," Facebook's Richard Allen said in a statement.

Obama seeks $500m to equip Syria rebels


US president calls on Congress to approve policy that will "ramp up US support to the moderate Syrian opposition".
Barack Obama has called on the US Congress to approve $500m to train and equip vetted Syrian rebels, in what would be a significant escalation of US involvement in the conflict.

The White House on Thursday said it intended to "ramp up US support to the moderate Syrian opposition ... to help defend the Syrian people, stabilise areas under opposition control ... counter terrorist threats, and promote conditions for a negotiated settlement".

The funds would allow the US military to "train and equip appropriately vetted elements of the moderate Syrian armed opposition," said John Kirby, a Pentagon spokesman.
The National Security Council's spokeswoman Caitlin Hayden said the funding "would build on the administration's long-standing efforts to empower the moderate Syrian opposition".

Russia's ambassador to the UN, Vitaly Churkin, however said that the US plan was a step in the wrong direction. “I am sure that it is possible to spend it for something more useful,” he said.

Ukraine, Georgia and Moldova have signed partnership agreements with the European Union, in a move strongly opposed by Russia.

The pact - which would bind the three countries more closely to the West both economically and politically - is at the heart of the crisis in Ukraine.

Russia said that while the signing of the deal was the right of any state there could be grave consequences.

A ceasefire with pro-Russian rebels in east Ukraine is due to end on Friday.

Ukrainian President Petro Poroshenko hailed the signing as Ukraine's most historic day since independence in 1991, describing it as a "symbol of faith and unbreakable will".

Mr Poroshenko also said he saw the signing as the start of preparations for joining the bloc.

"Ukraine is underlining its sovereign choice in favour of membership of the EU," he said.

Meanwhile European Council President Herman van Rompuy described it as a "great day for Europe".
